Master of Arts (MA)
MA stands for Master of Arts. For many years in Pakistan, the MA was commonly known as a two-year postgraduate degree taken after the traditional BA or a similar 14-year qualification.
That system has changed.
The Higher Education Commission of Pakistan has phased out the conventional two-year MA/MSc degree route for fresh admissions. HEC states that the extended deadline for admission to these programmes was June 30, 2022. It has also warned students that degrees obtained through admissions made into these phased-out programmes after the permitted deadline will not be recognized or attested by HEC.
Students planning higher education today should therefore not assume that the old BA-to-MA route is still open simply because an older university page or education website mentions it.
What Does MA Mean?
MA means Master of Arts.
Traditionally, it covered postgraduate study in arts, humanities and social-science subjects. Universities in Pakistan offered MA programmes in subjects such as English, Urdu, Islamic Studies, Political Science, History and several other disciplines.
Under the older education structure, a student could complete BA or an equivalent qualification and then study for a two-year MA. Completing the MA normally brought the student’s total education to around 16 years.
The important point is that this describes the traditional system. It should not be treated as the standard fresh-admission route in Pakistan today.
Is the Two-Year MA Still Available in Pakistan?
The conventional two-year MA/MSc route has been phased out for fresh admissions.
HEC’s June 2024 student alert says the extended deadline for admission to two-year MA/MSc programmes was June 30, 2022. HEC advised students and parents not to take admission in such phased-out programmes and stated that qualifications resulting from admissions after the specified deadline do not qualify for HEC recognition and attestation.
This makes it important to check the exact programme and university before paying an admission fee.
An old webpage saying MA admissions are available is not enough evidence that the programme is currently recognized.
Does This Mean Old MA Degrees Are Invalid?
No. The phasing-out policy should not be misunderstood to mean that all MA degrees earned under the previous recognized system suddenly became invalid.
The main concern is fresh admission after the permitted transition period.
Students who studied under a valid programme during the authorized period have a different position from someone taking fresh admission into a programme after it had already been phased out.

What Replaced the Old BA and MA Route?
Pakistan’s higher-education system has moved mainly toward Associate Degree and four-year BS programmes.
The old sequence was commonly:
Intermediate → BA/BSc → MA/MSc
The newer structure generally places greater emphasis on:
Intermediate → Four-year BS
Students may also enter an Associate Degree after Intermediate and later seek progression into the relevant BS programme according to university requirements.
HEC material has specifically provided a route for students with 14 years of education, such as BA/BSc or Associate Degree holders, to seek admission in the fifth semester of a relevant BS/equivalent programme, with additional or bridging requirements determined by the admitting university where applicable.
What Should an Associate Degree or Old BA Holder Do?
If you already have an Associate Degree, old BA/BSc or another 14-year qualification, do not automatically search for a new two-year MA admission.
Check whether a recognized university offers admission into the fifth semester of a relevant BS programme.
Eligibility is not identical at every university. The institution may consider your previous subject, marks, available seats and academic deficiencies. Bridging or additional courses may also be required.
Always check the current admission prospectus of the university you want to join.
Is a Four-Year BS Equal to the Old MA?
HEC explains that a four-year Bachelor/Hons degree completed after 12 years of schooling is generally recognized as equivalent in level to the old MA/MSc qualification involving 16 years of education in the relevant specialization.
That does not mean the degree names are identical.
A BS English does not become an MA English simply because both represent 16 years of education. They remain different degree titles issued under different academic structures.
For formal equivalence needed for a job, admission, migration or another official purpose, HEC determines equivalence according to its applicable rules and the individual qualification.
Can Universities Still Use the Title MA?
Students should distinguish between the phased-out conventional Pakistani two-year MA/MSc system and every qualification anywhere that happens to use the letters MA.
Some foreign or transnational programmes can still carry Master of Arts titles. HEC listings, for example, include approved foreign programmes using MA nomenclature in specific subject areas.
So the safest question is not simply, Is MA banned?
Ask instead:
Is this exact MA programme, institution, campus and admission session recognized under the applicable HEC framework?
That is the information that matters.
How to Check Whether a Programme Is Recognized
Before taking admission in any postgraduate programme:
- Check whether the university or degree-awarding institution is recognized by HEC.
- Confirm that the campus you plan to attend is recognized.
- Check the exact programme and current admission session.
- Review the university’s latest prospectus or admission notice.
- Use HEC’s Pakistan Qualification Register or other applicable HEC verification resources where relevant.
- Be careful if an institution is offering a conventional two-year MA/MSc as a fresh admission despite the HEC phase-out policy.

MA Subjects in the Traditional System
Historically, universities offered Master of Arts qualifications across many arts, humanities and social-science subjects.
Examples included English, Urdu, History, Political Science and Islamic Studies.
Students should not treat such historical subject lists as proof that fresh two-year MA admission is currently available.
For study in these fields today, check the university’s current BS, MS, MPhil or other recognized programme structure.
MA, MS and MPhil Are Not the Same Thing
The terminology can be confusing.
The traditional Pakistani MA was commonly part of the old route leading to 16 years of education.
Current MS and MPhil programmes belong to the graduate education framework and normally represent a higher qualification level following the required prior education.
HEC maintains information on active MS/MPhil and PhD programmes and has emphasized the importance of checking recognized programmes through its qualification systems.
Do not assume that MA, MS and MPhil are interchangeable simply because all contain the word Master in some contexts.
Before Taking Admission
The most important check is recognition.
Do not pay fees because a college advertisement says MA admission open without first checking the programme’s current status.
For a conventional two-year MA/MSc programme, HEC’s published position is clear: the system has been phased out, with the extended admission deadline ending on June 30, 2022.
Students starting higher education now should normally look at the relevant BS or other currently recognized pathway.
Students who already hold an MA from the earlier system should evaluate their own qualification according to the university, admission session and HEC recognition rules that applied to it.
