In practical terms, a common route looks like this:

Is MS Equal to MPhil in Pakistan?

The HEC framework provides a baseline, but admission conditions differ among universities.

Does Every MS Require a Thesis?
Not necessarily.

A particular university may offer:

Can You Do a PhD After MS?
An MS/MPhil or equivalent qualification is commonly the academic level used for entry into PhD study in Pakistan, subject to the admission requirements of the university and discipline.

That does not mean an MS degree guarantees PhD admission. Universities may also consider:

Many HEC-recognized universities in Pakistan offer MS programs, but the available fields differ considerably.

COMSATS also offers MS Computer Science and publishes its own eligibility and admission requirements.
